***Negan, together with some of his men and Javier, enter from Saviors' Warehouse*** When two cars approached the camp, Negan throning in the front passenger seat of the leading one, the gate opened up for them immediately. Whenever they headed out to any kind of exaction, be it of material or of human nature, the boss had his own car. Well, that was whenever he joined an exaction in the first place. Some things just had to be made conspicuous. Sometimes he placed himself in the driver's seat, sometimes not. Today was a day of chauffeur-driving, and so Negan leaned out of the open car window and enjoyed the view of rotting shitfaces passing by. Those, getting a bite when he decided only. Not today. As Roland, a loyal but quite unspectacular man, stopped the car, Negan opened the passenger door, turning around to the driver once again though. "You're driving like a granny right before getting a fucking heart attack, man.", he was stating with a shake of his head before he left the car, Lucille shouldered as usual. This girl just couldn't be without him, so couldn't he. "Back home." With his arms spread he gave his arrival a gesture. It was not exactly a common ritual, but today was not so common in general, was it? Most of his people seemed to be inside, but some weren't. While his eyes were wandering through these some, they came to stop one moment longer at one of them. One, he had a special job for during the upcoming days or even weeks, who knows. The officer. She was no officer nowadays of course but did he like the sound of it combined with the fact that she was supposed to do what he said. Like everyone else had to. As a quid pro quo, he was providing every one of them a safe place. A simple give-and-take. "Oh!", Negan suddenly exclaimed in feigned surprise, as he heard the other car's door open up behind. "Say hello to our new guests, everyone!" In the background of his announcement, Danny and he-always-forgot-his-name were producing Javier and his daughter from the back seat. "C'mon, don't be shy.", he added with a grin, turning around to give them a sign with his free hand.

Javier was starting to second-guess his decision but if it kept Santana safe, he would deal with whatever came his way. He accepted Negan’s invitation to join him but Santana didn’t seem to agree with his decision. She sat motionless as they traveled towards their new home, just looking out the window. He reached out and cupped her chin, bringing her eyes to his. “We’ll be fine,” but he wasn’t sure he believed that. This could have been a huge mistake. However, he knew Santana would adapt and do what she needed to survive. “Don’t lose your temper,” she had such a bad temper and if things went south, she would certainly ‘pop off’.
“I won’t,” When they came to a stop, they stayed until two guys pulled them from the car and over towards Negan. Javier took in the area around him and noticed how secure it looked, yet lax. Those dead that were just strung up as a welcome, they would attack if given the chance and he didn’t want to be around for that. When Negan told the other to welcome them, Javier nodded his head in greeting as they all seemed to say Hello in unison- just a few were off. “Nice place,” He wanted to be friendly and grateful, always the best way to start when coming to a kings domain. He knew any small discrepancy would have this man lashing out, he was sure of it. “Yeah, it’s great,” Santana added, trying to put a half smile on her face. “Thanks for letting us stay.” The last king they ran across, they were closer to Ohio and his gang tried to take Santana and her friends from him. He figured that is why Santana was skeptical about this arrangement and he couldn’t blame her.
Javier was lucky to have his military training, it made taking those guys out easy. He was able to kill all six of them and save the girls before anything bad happened. Javier joined the army right out of high school, a few years later switching to the Marines and it was the best decision he had ever made. He had a brotherhood for life, friends he respected, friends that could relate- he wondered if his military buddies were still alive? After almost fifteen years in the service, he decided to retire and finish his degree in medicine.

Nora was standing on the raised platform above the courtyard when the cars returned. When she realized they had brought new people, she stepped closer to the railing to get a better look. An older man and a young woman, maybe a daughter given his protective demeanor. On the downside, more mouths to feed and people to provide for. On the upside, more workers who perhaps had skills Negan needed. The man certainly looked as if he could handle himself in a fight. Sizing up people was a skill she already had as a police officer, but one that had been honed in order to survive in the world now.
Her eyes met Negan's as he was surveying the crowd, basking in his triumphant return, and she was left wondering what sort of news or orders he might have for her. One could get lost in that seductive smile; plenty of people had. It was what made them trust him, made them commit themselves to him. Giving up their homes, their supplies--hell, their own free will--because he offered the most valuable commodity in the world now: security. It was only after you'd made the deal with the devil that you realized the full depth and scale of his cruelty, the high price that you would be asked to pay over and over to keep him smiling at you.
Sometimes Nora wondered if he would have been this way had his wife, Lucille, survived. But then that was something they would never know. Everything was different since they had fled from the hospital that day. He wanted to die that day, and she had stopped him. Days later, she felt that same despair when she learned her father had died. No, not died. Dying was peaceful and there was no peace in what the walkers had done to him. He had held her that night when she finally broke down crying, her exhausted body racked with sobs. He had promised to kill every last walker that butchered her father. And he did. That was why she stayed. Why she did every terrible, awful thing he asked of her. She would spend whatever was left of her sorry little life paying him back.

Negan watched them with a smile, almost friendly looking, if one wasn't aware of the special service that would await every new man before they were allowed to glory in the solid security he was providing. But seriously, how else to make sure he would get true loyalty in return? A man has to be broken down to his core to feel that kind of loyalty. There were only some which had been spared this process, mostly those accompanying him for already years, being in the full sense of his succor. What trouble may come. And so as a matter of course, he wasn't giving up the search for Ingrid. One day he would find her kidnappers and, by fucking god, he would let them pay. He knew she was still alive, because he rarely had met someone as badass as that young woman.
Negan took notice of the partly pondering looks around him. Whenever he brought newbies to their camp, he saw everyone asking two silent questions. Who was that and what had that one done? The answers to that were actually simple. Soon Negan and something he was willing to forgive, because otherwise, he wouldn't bring them further than to their fenced-off area with those hungry shitfaces waiting for a bite.
“Nice place,”, he heard Javier saying next to him and answered it with a casual: "Isn't it?"
“Yeah, it’s great,”“Thanks for letting us stay.” Negan's eyes wandered down to the girl, still smiling. She was brave. And she was smart. Values he esteemed. He had told his new team candidate to not talk to his daughter before, but well, he had been more than cooperative so far. Why not granting Papi some last moments of this before he wouldn't see her face again for the time of enjoying his special service. After all, it was Javier's decision all alone how long that would be.
Negan leaned down to the girl a little, and that not without a quick mischievous gaze at her Papi. "Great and safe, Little Sunshine.", he stated, his free hand stroking her hair, before he raised again, and yet again not without an amused look in Javier's direction. Then he planted himself right in front of him, with his next words addressing his men around though. "Time to show them their room. Laura, bring the kiddo into the infirmary." His eyes constantly aimed at the man in front of him, he started to speak to him directly. "As you see, I am a stand-up guy." Negan knew no one would lay a finger on Javier, until he explicitly said so. Also, he hadn't announced a person in charge by now. But as he did regarding the girl, a middle-aged woman with a short haircut stepped out of the line and led the girl inside the Sanctuary. Non-violently that was, as everyone knew Negan didn't want to see any violence towards a kid.

Santana didn’t like the look of this place, sure it was secure but it was the company that lived inside of it. People that ordered her father to just cut a hand off and laugh about it, she would rather stay sick than owe these people anything. She stayed close to her Papi as Negan neared and knelt down to talk with her, which she found quite condescending. Also, calling her a kid was not helping her like this guy at all. "Great and safe, Little Sunshine." Santana always had some anger issues and they never went away, she used her anger to kill walkers and keep her Papi safe. She stared into this guys eyes, picturing him without eyeballs- wouldn’t be the first time she scratched up some dickholes face. “No offense but don’t touch me,” She pulled her head away from his touch, not okay with it. Not after the last ‘kingdom’ her dad found. “Papi,” She could already tell she was going to hate it here. "Time to show them their room. Laura, bring the kiddo into the infirmary." Santana didn’t want to leave him because she didn’t trust Negan and now they were being separated. “Papi,” Javier just placed a kiss on her head and smiled. “Go, I’ll be fine.” "As you see, I am a stand-up guy." Santana didn’t believe that for a second, she refused to look away until she was inside. “Your father will be fine, as long as he follows the rules. Let’s get you well,” Laura smiled and patted the girl's shoulder, “I’m Laura, welcome to the Sanctuary.” “I don’t know any of you, I don’t trust easily.”
All Javier could hope for was Santana cooperating with Laura, she didn’t trust and he knew that was for a good reason. He didn’t trust them either but Santana needed medicine and proper rest, she could get that here. “I’ll do whatever you need as long as Santana remains safe.” He thought he made his loyalty clear but apparently not.

Negan had noticed the intense look the girl was giving him when he had leaned down to her. A look he didn't appreciate on a man's face, but to see it on a kid's one, on top of that the fact he was the guy who had made her father doing real bad shit only just, was something else. Maybe she even could become more than only Papi's little distraction to keep that man in a good mood. Men in a good mood at least didn't get any ideas. Well, that was after Negan will have finished to straighten this man out in the first place.
“Your father will be fine, as long as he follows the rules. Let’s get you well,”
"That is exactly IT!", he suddenly interjected with a wide smile, as he watched Laura leading the girl inside, before he turned, the same smile on his face, back to Javier.
“I’ll do whatever you need as long as Santana remains safe.”
Now even a quiet chuckle left him, seemed to silence everyone around for a moment. Negan did one more step in Javier's direction so that he crossed the line of privacy once again. For him, there were no lines anyway. Everything in here belonged to him. And so did the people around. And so did he. For now, there was only one chance to skip over The Cells Inn. But one look in this man's eyes was enough to tell him that he wasn't ready yet. But as the upbeat guy that he was, Negan offered him this chance anyway.
The smile was slightly fading from his lips, as he asked: "Who are you?"

The chuckle was low but Javier heard it clear. He remained stiff as Negan once again got into his personal space, his cheeky smile slowly fading from his face. "Who are you?" He knew the answer to it, he had watched the other mindless drones say his name in unison. He wasn't that kind of man but Santana was away from him and he could not get her back- not without injury.
"Negan." Inside his head, he knew saying anything else would be a mistake. His voice really didn't convey his conviction, however, he was sure Negan could hear it in his voice. This man held his daughter in his hands, he had every reason to comply and be a good 'Negan' for this guy. "Is that what you want me to say?" Men like Negan, he knew these men and when it came down to it- he would one day crumble like every other man who played King.

For some moments, maybe even a whole minute, there was silence. Negan faced the man in front of him, in the same superior way like he did with everyone else, with the difference that this man wasn't bending the knee, instead dropped a ludicrous curtsey, figuratively speaking. Well, he will. Sooner or later. Negan couldn't afford people walking around in his town with this sarcasm in their voice.
Then he suddenly broke the silence, stepping out of Javier's comfort zone and instead leaned back without turning away that intent sight on him though. "Not so bad, man.", Negan mocked. "But let me give you a quick demonstration of what I really want to hear." And with that, he slowly turned around to the Negan's around. "Danny, come here!", he called on one of them, one of the men that had accompanied him on this latest trip where they had picked up Javier. Danny came closer, his head forward but the sign of humility clearly seeable on his face, as that man was one of his latest achievement. Negan waited for Danny to stand right in front of him before he asked him the same question he had asked Javier only just. "Who are you?"
"Negan.", came the answer right away. Same answer. Different sound.
"You heard the little difference?", Negan asked with an amused tone, addressing Javier again. "Manny Danny here said it because he wanted to say it. Because he has this deep feels of loyalty for me. And that is even though I do screw his wife, sorry, ex-wife," A mocking grin was thrown in Danny's direction, before he turned his attention back to Javier, continuing his words. "every Tuesday once a week. Might make an exception on this funky Friday though, as I'm just getting some nostalgic feelings." On Danny's face was seen a sign of anger, but Negan saw him swallowing it down. That exactly was it. He didn't need people to love him, but to respect him. A lot of them might have imagined killing him a hundred times, but none of them did. None of them would.
"Officer Nora!", Negan suddenly called out to another of his people around, still facing Javier in front of him.

Nora couldn't help the small smile that played across her lips as the newcomer declared that he was Negan. It wouldn't be the first time someone had tried to make things easy, to tell Negan what he thought he wanted to hear. But unfortunately for him, Negan always knew when you said it and meant it. Because Negan had made sure to strip away everything and everyone you counted on until he was the only thing left.
"Officer Nora!"
And now was her cue in his little drama. She made her way down from the platform and through the assembled people to stand in front of him. "Yes, sir," she greeted, automatically and without emotion. Even though she resented whenever he added the 'Officer' in front of her name. That was a lifetime ago, and she was so far away from it. Negan punched the former title like he was stabbing her in the gut, and only when it suited him. She tried to pretend that what she was doing now was still protecting and serving, but she knew the truth is that she was only serving him and protecting herself.

Javier wasn't a proud man but he wasn't a little bitch either, he had seen his own shit and dealt with his own demons. "Danny, come here!...Who are you?" And as in cue he said 'Negan'. Impressive perhaps but Javier knew his kingdom would eventually crumble, all kingdoms did. Eventually people would get sick of being tortured, eventually, they would rise up- it happened all throughout history. "You heard the little difference? Javier watched as another one of his loyal follows came up. "Yes, sir," She looked as dead inside as he was, her voice mimicked his own when he spoke. He imagined she would be escorting him somewhere for a chat.
Up until this point, he said nothing at all, nothing worth saying- not like he was given permission to speak anyways. All he could think about was his wife and how Maria would react to this, how would he feel about him turning their daughter into a killer? How would she feel about him being cold?

Negan's intent look didn't turn away from Javier, not until Nora had made her way down and was standing right in front of everyone's boss. Then he turned, just the right moment to not only listen to her dead sounding salute but to also get that look from her whenever he made her say it.
"Yes, sir,"
Damn, was this refreshing! And he absolutely made no secret of that fact, even threw another mocking look in Javier's direction, saying something like Now, that's how the wind blows, before he drew his attention back to Nora.
"Would you be a lamb and give this man here a grand tour down to our hall of fame?" Now, this hadn't been a question anyway, a fact they both were aware of. And for now, this was it, not his last request for her on this glorious day though.

"Of course," Nora replied. "It would be my pleasure." She removed a zip tie from her pocket and approached Javier. "Place your hands behind your back," she instructed, as she had done so many times to criminal subjects. But this was different. She didn't have to be polite because he didn't have a chance to disagree. "Standard procedure for all new arrivals," she added in a more pleasant tone.

"Can't break procedure," A Sarcastic deadpan response as he put his hands behind his back with a half smile. Javier had a feeling this hall of fame tour wouldn't end well for him. He just hoped that Santana would be smart enough to obey and survive.

Once Javier's hands were behind his back, she placed the zip tie around his wrists and tightened it. She placed a hand on his arm and nudged him forward. Together, they proceeded through the doorway under the platform and into the Sanctuary beyond.

Negan came up with another sneaky smile at that. Might not be her pleasure, but his it was. And with this pleasure remaining on his features he wordless watched the former officer doing her job, like really doing what once had been her job. It was actually fascinating him how this made her fall back into a role. Maybe he should have given her this kind of job long before.
"Standard procedure for all new arrivals,"
"Can't break procedure," Oh, he really got to shut that hubris in this man's voice down, even though it was a little bit refreshing. Well, yet no balls had been king-sized enough not to break.
Negan's smile was following them until both had left inside. Then he turned around to Danny again, the smile disappearing all of a sudden. "Send her to my room, as soon as she'll be back." And with that, he passed the man to head inside himself, in his case to a higher level.

Several days later... DAY 307
With the time going by the new guests seemed to have settled in, or more precisely had to. Anyways, it was on time to upgrade one of them. While Santana practiced herself in soft-pedaling, Javier had been doing well as a captive. But that was not the position Negan saw this man. And so it had come the day when he got his first chance to prove that he was ready for a promotion. Step by step of course.

Negan was waiting for his captive to be chaperoned by his favorite officer. Well, there was actually only one (had been, to be fussy correct), but if she wasn't the only one she probably still might be his favorite.
"Ahhh, hell of a day!", Negan uttered with a wide grin, visibly in high spirits, as he leaned back close to one of the growling walkers up on the fence. His eyes even glanced at the dead for a moment, the grin not disappearing out of his face, before he turned around to his crowd of people again. For some moments there was silence.
"Ah yes, forgot about the bad knees...", Negan chuckled in amusement about his own joke aimed at what could take so long to walk up here, while he threw a glance over at Santana who was standing a little apart from the others. A reunion of father and daughter; was there anything more heartwarming? Another grin flashed over his facial features.

Nora squinted as they walked into the sunlight beyond the doors. Inside, it was dark and cool but outside, you were reminded right away of the dead all around -- the heat, the sounds, the smell. She continued to guide Javier forward until he was standing in front of Negan, offering him up like a newly-wrapped present. "You wanted to see him," she said, dropping her hand from his arm and moving to the side a few steps.

Santana Lopez - tempplay by Lady Lee-o - She held her head high most days but things were expected of her. She was trying to find her place here, trying to be useful, she needed to keep relevant. She missed her Papi... He was keeping them apart and she didn't understand why. "Ahhh, hell of a day!" Santana kept her face stoic when he spoke, keeping her distance from everyone else. She still didn't trust these people, she didn't see herself trusting anyone around here. She wasn't sure what was going on but she had a feeling she would find out soon. He was waiting for someone, maybe she would finally be allowed to see her dad? The doors opened and out came her dad and Nora. He didn't look horrible but he was wearing some ugly looking sweats. "You wanted to see him," Santana wanted to go to him but she wouldn't move. Her mind going back to the first time they met Negan. When her father tried to talk with her and he got angry, she would need to wait. However, she did take a couple steps forward but made no other move.

The blinding light of the harsh day, it caused some pain in his eyes. His head was throbbing, legs sore, and his ass. Those cells were not comfortable but he had worse- when he was a lot younger. He was led over to Negan, "You wanted to see him," He saw Santana out of the corner of his eye, he made no move towards her but she looked good.

Negan's eyes were still aimed at the kid when Nora and Javier finally made their way up to him. He sent one last smug grin her way, before turning around to the incomers. His new friend even had already dressed up for him - what do you know!
With them approaching the smug grin on his face slowly died down until a rather harsh looking boss was awaiting them.
"You wanted to see him,"
Negan didn't give an answer to that, instead waved Nora away in passing on his way up to Javier, with what the grin came back immediately.
"Hi.", Negan greeted him, his voice might sound like he was talking to an old friend, while his eyes made pretty clear who was higher up on the ladder. "You. look. shitty.", Negan finally added with his voice lifting up at the last syllable and also with making no secret out of his amusement about the fact that the man in front of him actually looked that way because he hadn't been able to book first class yet. But that was why they were here after all, wasn't it?

"I can imagine.", was everything Negan said to that, still the smug smile on his face. He had seen a lot of worse. Javier here though wasn't headed in the wrong direction yet. Negan even had high hopes he wouldn't with knowing his little girl in his custody.
"Well", he finally spoke up again, as he made some steps closer in Javier's direction. "You don't seem like a complete dumbass to me, Javier. So, I'm sure you can imagine something as well." Negan let a short pause follow his words, before he, with Lucille pointing in the man's direction, went on. "That is, why my special service agent took you out for a run on this wonderful day." His smirk darted over at Nora for a short moment, as he wouldn't want to miss only one chance to mock her.
"Any idea?", Negan lastly turned his full attention back to his conversational partner.

"I have a few ideas, Negan." Javier knew exactly what he wanted and he would give it to him. The solitude didn't bother him but being away from Santana did. He didn't want her to be alone with strangers, she was his family and he needed to be with her.

Negan was staring him down for some moments of saying nothing at all. Then eventually his lips raised to a smirk of amusement de novo. He just couldn't help but still felt not completely satisfied with this guy's attitude. And then it dawned on him all of a sudden. The fingers of Negan's ungloved hand reached out to his face and traced an invisible line around his beard stubbles, while his eyes were still aimed at the man in front of him. This guy was sort of obedient in fact, but not on the level he was used to after such a term of imprisonment. And that could mean only one damn thing.
"Nora!", Negan suddenly summoned his newest prison guard, no sign of amusement on his face by now. Also, he didn't turn away from Javier until Nora would have made her way back to him.

She wasn't sure why these interactions with Javier required her to be called out in front of everyone, yet here it was happening again. "Yes, sir," she replied robotically, stepping forward with her hands clasped behind her back. A brief answer was the safest course of action. Saying, or doing, anything more would only serve to increase the anger she saw simmering on his face.

Negan finally turned to face her, as he let a moment of dead silence following, with ironically only the dead subtle resonating with that silence, before speaking up again.
"I gave you this task of looking after J here, right?" Negan didn't wait for an answer to this anyway rhetorical question, instead took even the last meter between the two of them. Very close to Nora's ear he added whispering and with every word almost masterfully emphasized to create the perfect mix of humor and threat: "Then why is he standing there like he just checked out of an inn?" A shitty inn for that matter, but still a way too comfortable place to stay it seemed.

Nora wouldn't give him the satisfaction of moving away an inch as he moved closer. Instead she just met his gaze evenly. "I don't know," she answered, "Maybe he gets off on solitude." She studied his face for a moment, wondering if that smile would spread across it even if it was rarely in true amusement. But then her eyes fell on the bat that always at his side, the one that did the talking for him.
"I'll do better," Nora finally said in a softer tone, swallowing her pride in what she hoped was an adequate show of contrition.

Santana Lopez - tempplay by Lady Lee-o - Santana could feel her anger boiling up inside of her. Her Papi had been in those cells this whole time, even after proving he would follow Negan's commands. Santana made her way towards Javier while Negan was distracted, "Papi, are you okay?" She wrapped her arms around him and smiled when he hugged her back. "Santana, go back to the line. Before he sees you, go." Javier whispered. "Papi, I'll-" "Go," Javier nudged her back towards the line of people, "now."
